A tenant's meeting in an apartment building. The agenda includes the renovation of the bomb shelter, the ongoing issue of garbage bags left at the entrance, and other issues. As the meeting wraps up, one of the apartment owners casually mentions plans to let his apartment to someone with a mental illness. "Do you mean a madman?" asks one of the tenants. "No. A mentally ill person." From that point, the meeting turns into a heated argument among the tenants. Old grievances resurface, illegal balconies become a serious concern, and somewhere—who knows where—a rat roams freely.
A dark comedy about neighbors, a stairwell, fear of the unknown, and stigmas.
